‘Situational Assessment on the Efficiency, Inclusiveness, and Fairness in Key Public Service Delivery in Bhutan‘
The BTI invites proposals from qualified consultants, consulting firms, and research teams to undertake a Situational Assessment on the Efficiency, Inclusiveness, and Fairness in Key Public Service Delivery in Bhutan.
The consultancy is being commissioned under the European Union-funded project, “Towards Empowering Bhutanese CSOs for Good Governance and Inclusive Development,” implemented by BTI in partnership with Save the Children and RENEW.
About the Assignment:
The assessment will generate evidence on the current state of public service delivery in Bhutan, with particular attention to efficiency, inclusiveness, fairness, accessibility, quality, and responsiveness, especially for vulnerable and marginalized populations.
The study will identify systemic barriers and policy and institutional gaps affecting equitable access to public services and provide practical, evidence-based recommendations to inform policy reform and improve public service delivery.
The consultancy will be carried out over a period of three months, with a maximum of 45 working days.
